I’m starting Muay Thai soon and its basically suppose to be an hour long cardio class.
Should I drink my protein shakes before or after the class or both? How many minutes before/after?
Also, should I mix the powder with water or milk or skim milk?

Right after a workout is best for a protein shake. I think skim milk should be fine.
